COVID-19 school closures and educational achievement gaps in Canada: lessons from Ontario summer learning research

The 2020 COVID-19 pandemic closed most Canadian public schools for six consecutive months between March and September. This paper explores possible impacts of that closure on student achievement. Longstanding research suggests that lengthy periods of time out of school generally create losses of literacy and numeracy skills and widen student achievement gaps. New American studies have attributed sizeable learning losses to the COVID-19 closures. In lieu of comparable Canadian data, this paper extrapolates from summer learning research to estimate likely shortfalls in literacy and numeracy skills.

A Lifeline at Risk: COVID-19, Remittances and Children

Millions of children around the world, particularly in low- and middle-income countries, live in households that receive money and other forms of support from a family member who has moved abroad, or to another part of the same country, to work. This form of assistance, or ‘remittances’, can alleviate household poverty and is often a key support for children’s development. In times of global economic uncertainty, however, remittances can be an unstable source of income for families. The COVID-19 pandemic is disproportionately affecting migrant workers’ job security, making it more difficult to send remittances. At the same time, families receiving remittances are facing their own economic and health challenges, meaning that the continuation of remittances is vital to keep them from slipping into poverty. This briefing paper outlines the potential risks of reduction in remittances due to the pandemic for children in households receiving remittances and what can be done to minimize these risks.

Families already living in poverty, many of whom are internally displaced persons or returnees, have little ability to weather a new crisis. They will be most under pressure to relieve financial crises through child labor or child marriage. In addition to dropping out of school, education disruption puts girls and young women at increased risk of numerous abuses: child marriage, exploitation, child labor, early pregnancy, and gender-based violence. An increase in reported cases of child marriage within the first few weeks/months of the pandemic has been documented.

In the context of the Global Education Coalition, formed by UNESCO to support governments in their educational response to COVID-19, UNESCO has collaborated with partners to develop a COVID-19 Response Toolkit in Education. The goal of these chapters is to support countries in their educational response to COVID-19 by providing practices and examples, concrete steps for intervention, and tactical action checklists. This particular chapter focuses on the topic of re-enrolment.

The renewed significance of new school approaches in the post-COVID-19 world

This paper assesses that it is time to de-school education, free the school from curricular constraints and empower it to be a laboratory of life that provides a prepared environment which is a Montessori concept meaning that the environment can be designed to facilitate maximum independent learning and exploration by the child and adolescent, therefore that skills and challenges converge, organizing experiences that lead to knowledge.

COVID-19 & Children: Rapid Research Response

UNICEF Innocenti is mobilizing a rapid research response in line with UNICEF’s global response to the COVID-19 crisis. The initiatives we’ve begun will provide the broad range of evidence needed to inform our work to scale up rapid assessment, develop urgent mitigating strategies in programming and advocacy, and preparation of interventions to respond to the medium and longer-term consequences of the COVID-19 crisis. The research projects cover a rapid review of evidence, education analysis, and social and economic policies.
