Children and COVID-19 Research Library

This brief has been developed jointly by UNFPA and UNICEF regional offices in Eastern and Southern Africa. It provides an overview of child marriage in the region, particularly in the context of COVID-19, as well as an analysis of disruptions to child marriage programmes. The brief also describes alternatives to traditional programmatic work as a means to overcome challenges presented by COVID-19. It proposes a way forward for child marriage programming during the COVID-19 response and recovery phases, as well as outlining implications for future programming, including the need to strengthen programme resilience

The health, social, political and economic effects of the COVID-19 pandemic are disproportionately affecting girls and women by exacerbating existing systemic gender inequalities at all levels, with potential implications for the incidence of child marriage. This brief describes how the UNFPA-UNICEF Global Programme to End Child Marriage has adapted its interventions to ensure we continue to reach and protect girls at risk of child marriage and already married girls during the pandemic.

 

According to estimates by UNFPA, the COVID-19 pandemic may result in two million cases of female genital mutilation that would otherwise have been averted or a one third reduction in progress towards Sustainable Development Goal (SDG) target 5.3, the elimination of female genital mutilation by 2030. With limited research and documentation on the impact of humanitarian crises on female genital mutilation, the Joint Programme developed this brief to document lessons learned during the COVID-19 crisis. Drawing on rapid assessments and surveys, and consultations with country and regional offices, the brief presents Joint Programme strategies for adapting interventions to ensure business continuity in the face of the pandemic, and captures learning that will inform the programme’s future strategic planning. The brief is intended for staff, partners, and stakeholders working towards the elimination of female genital mutilation.

UNFPA aims to achieve three world-changing results by 2030, the deadline for achieving the Sustainable Development Goals. These are: Ending unmet need for family planning, ending gender-based violence including harmful practices such as female genital mutilation and child marriage, and ending all preventable maternal deaths. COVID-19 pandemic could critically undermine progress made towards achieving these goals.

Disease outbreaks affect women and men differently, and pandemics make existing inequalities for women and girls and discrimination of other marginalized groups such as persons with disabilities and those in extreme poverty, worse. This needs to be considered, given the different impacts surrounding detection and access to treatment for women and men. Women represent 70 percent of the health and social sector workforce globally and special attention should be given to how their work environment may expose them to discrimination, as well as thinking about their sexual and reproductive health and psychosocial needs as frontline health workers.
