FAO COVID-19 response and recovery programme: economic inclusion and social protection to reduce poverty
The COVID-19 pandemic is, directly and indirectly, impacting health and well-being around the globe. Illness and containment measures are compounding the social and economic disadvantages of the most vulnerable in society. These social and economic impacts stand to cause devastating setbacks to efforts to achieve the 2030 Agenda for Sustainable Development. Pervasive inequalities between rural and urban inhabitants, rich and poor, women and men will exacerbate these effects. People in areas impacted by severe climate change, conflict, forced displacement, and migration will be even more vulnerable.
Refugees children hard hit by coronavirus school closures

Even before the coronavirus pandemic shuttered schools around the world, disrupting the education of almost 1.6 billion students according to UNICEF, classrooms were closed to millions of displaced children. Less than half of school-aged refugee children were enrolled while only one in four were attending secondary school. Months-long school closures risk reversing small gains recently made in expanding access to education for refugee children.

The COVID-19 pandemic has closed schools around the world, forcing school systems and students to quickly attempt remote learning. A rapid response phone survey of over 1,500 high school students aged 14 to 18 in Ecuador was conducted to learn how students spend their time during the period of quarantine, examine their access to remote learning, and measure their mental health status. The data show that 59 percent of students have both an internet connection at home and a computer or tablet, 74 percent are engaging in some online or telelearning, and 86 percent have done some schoolwork on the last weekday. Detailed time-use data show most students have established similar daily routines around education, although gender and wealth differences emerge in time spent working and on household tasks. Closure of schools and social isolation are the two main problems students say they face, and while the majority are mostly happy, 16 percent have mental health scores that indicate depression.

Étant donné la nature de la crise, tous les pays doivent apporter leur soutien aux enfants les plus vulnérables pour éviter qu’ils ne soient davantage marginalisés et s’assurer qu’ils continuent de s’investir dans leur éducation. Costing of actions to safeguard vulnerable Mexican households with young children from the consequences of COVID-19 social distancing measures

COVID-19 has imposed unprecedented challenges to society. As the pandemic evolves, the social distancing measures that have been globally enforced, while essential, are having undesirable socioeconomic side effects particularly among vulnerable populations. In Mexico, families who depend upon informal employment face increased threats to their wellbeing, and households who in addition have young children may face long-term consequences. The Mexican government has not yet taken actions, but a coalition of non-governmental organizations is advocating in partnership with academic institutions for social protection actions such as a cash transfer and basic services subsidies for families with young children, subsisting from the informal sector economy. To facilitate governmental action, we estimated the costs for implementation of these recommendations. The methodology used could be replicated in other countries facing similar challenges.

Supporting continued access to education during COVID-19: emerging promising practices

The COVID-19 pandemic has led to an unprecedented situation whereby schooling has been disrupted for almost 1.6 billion children and youth as governments enforce total or partial closures of schools in efforts to contain the spread of the virus. Higher education institutions have also suspended classes. As of late April, UNESCO estimates that 91% of those enrolled in formal education programmes have been affected. The closure of schools, universities, technical and vocational training institutes has also affected refugee learners and students. In these challenging times, displaced and refugee students are at a particular disadvantage and there is a risk that progress in increased enrolment may be eroded. The suspension of school feeding programmes could affect the nutrition and health status of refugee children and youth. Lessons drawn from other pandemic responses that included extended school closures have shown that girls are less likely to return to school and are at greater risk of falling behind1. As many governments move to at-home learning modalities, many refugees are disadvantaged as they experience uneven access to distance education and online learning opportunities and hardware, and do not have access to support services such as language classes.

15 ways to support young children and their families in the COVID-19 response

World Bank teams can work with client countries to support early childhood development (ECD) by leveraging a range of interventions and mechanisms that will be part of the COVID-19 (Coronavirus) response in every country. The report has three key messages : The early years are a critical period to build human capital. Young children are disproportionately at risk and must be prioritized in COVID-19 (Coronavirus) responses. We will reach young children by supporting parents and caregivers.

Global rapid gender analysis for COVID-19

COVID-19: how to include marginalized and vulnerable people in risk communication and community engagement

Women, the elderly, adolescents, youth, and children, persons with disabilities, indigenous populations, refugees, migrants, and minorities experience the highest degree of socioeconomic marginalization. Marginalized people become even more vulnerable in emergencies. This is due to factors such as their lack of access to effective surveillance and early-warning systems, and health services. The COVID-19 outbreak is predicted to have significant impacts on various sectors.
Urban fod systems and COVID-19
The COVID-19 pandemic is disrupting urban food systems worldwide, affecting the food security and nutrition of urban populations. With up to 70% of the global food supply destined for urban consumption, the disruption of urban food systems has particularly affected the food distribution and the food retail sectors. The management of the crisis by city and local governments can therefore play a major role in preventing the spread of the virus and, at the same time, in mitigating the disruptions in their food systems and any negative effects on vulnerable populations. It was consequently deemed very important for FAO to map the municipal responses to the emergency, and to analyze progress and setbacks in managing disruptions in the urban food systems and related implications for food security and nutrition. Such understanding will strengthen the evidence-base on which countries will build policies and programmes dealing with the crisis and its effects. It will also provide valuable information on how to strengthen the performance and resilience of urban food systems.

COVID-19 & Children: Rapid Research Response

UNICEF Innocenti is mobilizing a rapid research response in line with UNICEF’s global response to the COVID-19 crisis. The initiatives we’ve begun will provide the broad range of evidence needed to inform our work to scale up rapid assessment, develop urgent mitigating strategies in programming and advocacy, and preparation of interventions to respond to the medium and longer-term consequences of the COVID-19 crisis. The research projects cover a rapid review of evidence, education analysis, and social and economic policies.
