Our voices aren’t in lockdown: refugee young people, challenges, and innovation during COVID-19

Using data drawn from consultations and interviews with young people from young people of refugee background in Melbourne, Australia, this study examines how young people negotiate their lives in the context of settlement, specifically during the current COVID-19 pandemic. The authors listened to stories about the challenges they faced, and the initiative and actions they took during the lockdown of nine towers in public housing estates of inner Melbourne during June and July of 2020. This research have found that, despite many pre-existing disadvantages, young people of refugee background have responded to the crisis through public health promotion, volunteering, and innovation.
Social protection and Venezuelan migration in Latin America and the Caribbean in the context of COVID-19

The COVID-19 pandemic represents an enormous challenge for all countries due to its public health consequences and socio-economic effects on families. In this difficult context, the Latin America and the Caribbean region is facing the largest displacement in its recent history, with approximately 4.2 million Venezuelans now living in Argentina, Brazil, Chile, Colombia, Ecuador, Guyana, Peru, Panama and Trinidad and Tobago. This migrant population faces various risks, whether linked to the migration process or their migratory status, or others that were aggravated by the health emergency. Their extreme vulnerability to the socioeconomic impacts of the measures adopted in response to COVID-19, given their overrepresentation in the informal sector of the economy, coupled with their low inclusion in social protection mechanisms, profoundly jeopardizes their welfare and compromises public health as well as the overall well-being of local populations. Faced with this scenario, social protection may play a fundamental role in reducing the vulnerabilities of migrants and in helping to mitigate the impact of the crisis caused by the COVID-19 pandemic.

Reimagining migration responses learning from children and young people who move in the Horn of Africa

The number of international migrants under 18 is rising, accelerated by complex and fast-evolving economic, demographic, security and environmental drivers. Based on interviews carried out with 1,290 migrant children and young people in Ethiopia, Somalia and Sudan, this report helps address the evidence gap on children and young people migrating in the Horn of Africa by providing a better understanding of their protective environments; their access to services and resources; and their perceptions of safety, well-being and trust in authorities and other providers. It concludes by offering policy and programme recommendations to rethink child protection approaches for migrants in the region.

The refugee crisis and peer relationships during childhood and adolescence

This paper is a call for empirical research, and theory development, that focuses on the peer relationships of children and adolescents who experience forced displacement. During the last decade, an escalating humanitarian crisis has developed with historic levels of involuntary migration occurring across the world. The extant research on youth who become refugees or internally displaced has primarily targeted issues related to mental health and basic survival needs. Less attention has been devoted to normative developmental processes including peer relationships. Nonetheless, peers can play a critical role in facilitating the adjustment of displaced children and adolescents. Friends can help these vulnerable youth through the transitions associated with resettlement. From a less adaptive perspective, interactions in the peer group will potentially contribute to intensification of risk and can accelerate trajectories toward negative outcomes.
Lifting Barriers to Education During and After COVID-19: Improving education outcomes for migrant and refugee children in Latin America and the Caribbean

By the end of 2019, 4.8 million refugees and migrants had left Venezuela – making it the largest external displacement crisis in the region’s recent history. Of these, 1 in 4 was a child.

Across Latin America and the Caribbean, since November 2020, 137 million girls and boys are missing out on their education due to the prolonged closure of schools during COVID-19. The implications are troubling, especially for migrant and refugee children, for whom access to inclusive and equitable education remains a major challenge.

This study collates evidence from Latin America, the Caribbean and across the world to gain a better understanding of the multifaceted linkages between education and migration. It estimates gaps in educational outcomes; identifies structural barriers to education; and highlights promising practices to inform policy.

COVID-19 and migration for work in South Asia: private sector responsibilities

The impacts of COVID-19 in South Asia have heightened and further exposed the vulnerability of migrant workers. These workers and their families are frequently overlooked in the pandemic response – and children are too often ignored in the discourse on migrant workers. Businesses and governments are responsible for protecting all workers from human rights abuses. When this is not done, previous achievements and future development are put in peril.
Breaking the child labour cycle through education: issues and impacts of the COVID-19 pandemic on children of in-country seasonal migrant workers in the brick kilns of Nepal

This viewpoint offers a commentary on the status of Nepalese children of migrant workers in the brick kilns of the construction industry and the potential impacts of COVID-19 on their lives. The paper identifies a temporal cycle of movement in the life of a child from a migrant working family with the variances that need to be taken into consideration by stakeholders to tackle child labour, and to reduce risks to children of migrant workers posed by the current pandemic. It draws on the education and emergencies literature to examine ‘lessons learned’ and considers key questions to ask in the time of COVID-19, especially in the education sector, to mitigate further entrenchment of exclusion of this group of children in Nepal.
COVID-19 restrictions: experiences of immigrant parents in Toronto

Parenting is a demanding undertaking, requiring continuous vigilance to ensure children's emotional, physical, and spiritual well-being. It has become even more challenging in the context of COVID-19 restrictions that have led to drastic changes in family life. Based on the results of a qualitative interpretive descriptive study that aimed to understand the experiences of immigrants living in apartment buildings in the Greater Toronto Area, Ontario, Canada, this paper reports the experiences of 50 immigrant parents. During the summer and fall of 2020, semi-structured interviews were conducted by phone or virtually, audio-recorded, then translated and transcribed. The transcripts were analyzed using thematic analysis.
Save our education now: an emergency COVID-19 education plan to get the poorest and most marginalised children safely back to school and learning

As we enter 2021, the world continues to grapple with containing the deadly spread of the COVID-19 virus. And education continues to be the silent victim of this pandemic. Save Our Education Now sets out five, evidence-based actions that governments should prioritize to ensure that children whose education has been disrupted by the pandemic can safely return to school and catch up on the learning they have missed out on. Our new analysis suggests that just over US$50 billion is needed from donors to implement these actions and protect the futures of the most marginalized children from the pandemic. 

Exploring the impacts of COVID-19 on Rohingya adolescents in Cox's Bazar: a mixed-methods study

This article explores how intersecting vulnerabilities faced by Rohingya adolescents living in Cox’s Bazar, Bangladesh, have been exacerbated during the COVID-19 pandemic. Both the direct health impacts and the indirect repercussions of COVID-19 mitigation strategies have served to heighten pre-existing risks, preventing adolescents from reaching their full capabilities. This article provides empirical mixed-methods data from the Gender and Adolescence: Global Evidence (GAGE) longitudinal study, drawing on phone surveys adolescents aged 10–14 and 15–19 (1,761), qualitative interviews with adolescents aged 15–19 years (30), and key infor- mant interviews conducted between March and August 2020 with both Rohingya and Bangladeshi adolescents residing in refugee camps and host communities, respectively.
Impact of COVID-19 on protection and education among children in Dadaab Refugee Camp, Kenya September 2020

Save the Children conducted research in three refugee camps in Dadaab in Kenya which explored the impact of COVID-19 on children’s education, young mothers’ livelihoods and gender-based violence. This study highlights programmatic adaptations made in response to COVID-19, identifying what has worked well or less well and considers practical recommendations for the sector. The research gathered views from children, young mothers, caregivers and key stakeholders working in child protection and education in the camp.

COVID-19 & immigration detention: what can governments and other stakeholders Do?

To that end this briefing is part of a series by the Network looking at different aspects of the COVID-19 pandemic and how they relate to migrants and their communities. The present document aims to provide practical guidance to States and other stakeholders in preventing and responding to COVID-19 in the context of immigration detention, highlighting instances of promising practices as useful models to draw from.
How to sustain and expand the use of alternatives to immigration detention in the aftermath of the COVID-19 pandemic.

At a pivotal moment for immigration detention policies and practices, with many States making decisions that will determine whether or not the COVID-19 pandemic is a watershed moment in the use of detention for migration-related reasons, this online workshop brought together government peers from all regions to discuss how to build on the momentum created by the ongoing health crisis to sustain and expand the use of alternatives to immigration detention (ATDs).

COVID-19 & Children: Rapid Research Response

UNICEF Innocenti is mobilizing a rapid research response in line with UNICEF’s global response to the COVID-19 crisis. The initiatives we’ve begun will provide the broad range of evidence needed to inform our work to scale up rapid assessment, develop urgent mitigating strategies in programming and advocacy, and preparation of interventions to respond to the medium and longer-term consequences of the COVID-19 crisis. The research projects cover a rapid review of evidence, education analysis, and social and economic policies.
