Latin America and the Caribbean Rapid gender analysis for COVID-19

Latin American and Caribbean (LAC) countries have varied in their responses to the COVID-19 crisis with the majority declaring some form of a state of emergency, and adopting preventive measures to limit transmission, throughout March and April 2020. Restrictions are set to continue in several LAC countries throughout May and June, while others began loosening restrictions by the beginning of May. The LAC region has the highest levels of inequality in the world, with wide gaps in living standards across countries, regions, sectors, and socio-economic spheres. When also added to the persistent, pervasive gender inequality in the region the response to COVID-19 becomes immeasurably more complex.
Rapid gender analysis: Middle East North Africa (MENA)

Women and men, girls and boys, urban and rural populations in Middle East and North Africa are being impacted by the COVID-19 pandemic. Immediate impacts at the time of this research center around reduced income and access to basic needs due to government lockdowns, changing gender roles in households, and increased gender-based violence. The COVID-19 pandemic in Middle East and North Africa is currently exacerbating socio-economic issues, with women bearing the largest burden of caring for their families while also seeking to lead communities in prevention and adaptation. Gender-based inequality is extensive in the region. Women are at a higher risk for exposure to infection due to the fact that they are often the primary caregivers in the family and constitute most of frontline healthcare responders. Women and girls are at increased risk of violence during the COVID-19 period. Further, women are more likely to lose income as many are in the informal sector.
On mothering and being mothered: A personal reflection on women's productivity during COVID-19

This is a personal reflection, as a female academic during Covid-19, on how women's academic productivity seems primarily to be discussed in relation to a different kind of productivity-motherhood. A recent procedure in a maternity hospital, evoked feelings and associations of mothering and being mothered, and how these associations hover over relationships regardless of whether wombs are productive or not. My hope in writing this piece, is that every woman's fear and anxiety may be productively contained (regardless of how she is seen from the outside or momentarily construed from within) during this time of extraordinary turmoil.
Academic motherhood during COVID-19: navigating our dual roles as educators and mothers

During the COVID‐19 crisis, being a working mother has taken on a whole new meaning, as mothers navigate working from home while juggling childcare, as well as coming to terms with their intersecting identities. The current article is a feminist, heartful autoethnographic account, couched in Relational‐Cultural Theory, surrounding our authentic experiences working from home and raising children during the worldwide pandemic. We explore academic motherhood, working from home, mental health, and coping during coronavirus and stay‐at‐home orders through engaged dialogue. We hope that showcasing our vulnerability can lead to change in the expectations we put on mothers in academia, while at the same time connect with readers who may be going through similar challenges.
Gendered impacts of COVID-19 and equitable policy responses in agriculture, food security and nutrition

This brief compiles evidence from current and previous epidemics to explore the socio-economic implications of the impact of the pandemic on food systems and rural economies, and how a gender-sensitive approach can help address key policy issues related to the functioning of food and agricultural systems and the special circumstances of rural women. It also provides concrete policy recommendations to mitigate the impacts of the pandemic on rural women and girls.
Justice for women amidst Covid-19

The COVID-19 pandemic has created a global emergency of multiple dimensions. There is now major concern that COVID-19 and its impact will push back fragile progress on gender equality, including slowing progress in reversing discriminatory laws, the enactment of new laws, the implementation of existing legislation and broader progress needed to achieving justice for all. This rapid assessment examines how the impacts of COVID-19 are threatening women’s ability to access justice. It examines the impacts of COVID-19, policy responses as well as outlines policy recommendations for the period ahead. Using a gender lens, the report documents major threats to women’s lives and livelihoods associated with COVID-19 – namely, curtailed access to justice institutions, rising intimate partner violence (IPV), threats to women’s rights to sexual and reproductive health, growing injustice for workers, discriminatory laws and lack of legal identity, as well as repercussions on forcibly displaced women and those deprived of their liberty.

The economic impacts of COVID-19 and gender inequality: recommendations for policymakers

This briefing note seeks to guarantee the integration of gender equality and women’s empowerment in three inter-linked support areas and provide recommendations to Country Offices and governments in the Latin America and the Caribbean region for the implementation of gender-responsive policy measures to the COVID-19 emergency, ensuring that as a final goal no one is left behind. It also develops detailed recommendations regarding the social and economic impacts of the crisis.
Impact of COVID-19 on violence against women and girls and service provision: UN Women rapid assessment and findings

This report synthesizes information from a rapid assessment to understand the impact of COVID-19 on violence against women and girls and service provision. The information was collected from partners—governments and civil society organizations—in 49 countries in five regions. The synthesis sheds light on the impact of COVID-19 on the availability of and accessibility to services for women and girls who experience violence, and measures taken by service providers to prevent and respond to violence against women and girls during the pandemic, despite resource and capacity constraints.
The COVID-19 outbreak and gender: regional analysis and recommendations from Asia and the Pacific

Evidence from the Pacific shows that women have already indicated feeling unprepared for the additional role of home schooling which has the potential to increase tension and stress within the household, with regards to the balance between women and men’s roles. In the Philippines, Pakistan and Bangladesh, women are more likely to experience increases in unpaid domestic and unpaid care work since the spread of COVID-19: for example, in Bangladesh, 55% of women reported increases in unpaid domestic work compared to 44% of men. The significant increase in unpaid care and domestic work for women may be a major contributing factor to the pandemic disproportionately affecting women’s mental and emotional health in Pakistan and the Philippines.
Hear it From the Girls – Asia and COVID-19

The Asia Pacific region has seen significant progress in gender equality in recent years in a number of areas, such as education and political participation. From 2000-2016, the number of out-of-school girls in primary and secondary school dropped by 67 million. 1 The number of females in tertiary school rose by 41 million. From 1990 to 2018 the proportion of women in national parliaments has risen from 8 percent to18 percent. Unfortunately, in other areas, Asia and the Pacific have seen a decline in equality. According to UNESCAP, women’s economic empowerment has remained nearly stagnant and those who are young and in the informal labour market are expected to be hit the hardest. The East Asia Pacific Region is one of the only regions in the world where rates of teenage pregnancy are increasing in low-and-middle-income countries.Any emergency risks increasing existing discriminations and incidents of violence. It also risks losing progress so recently made for girls and young women. The COVID-19 Pandemic is an emergency on a scale not seen for nearly 100 years. 
Gender-based Violence and COVID-19

Gender-based violence (GBV) increases during every type of emergency – whether economic crises, conflict or disease outbreaks. Pre-existing toxic social norms and gender inequalities, economic and social stress caused by the COVID-19 pandemic, coupled with restricted movement and social isolation measures, have led to an exponential increase in GBV. Many women and girls are in ‘lockdown’ at home with their abusers while being cut off from normal support services.
This briefing note provides concrete actions and strategies that UNDP, UN agencies and other development partners can take to prevent and address GBV in the context of COVID-19. It includes recommendations for adapting dedicated GBV services and support to the crisis context, and for mainstreaming GBV prevention and response in 'non-GBV specific' interventions. 

Girls' education and COVID-19: what past shocks can teach us about mitigating the impact of pandemics

This report uses insights from the 2014-15 Ebola epidemic and the 2008 global financial crisis to understand the short- and long-term consequences of COVID-19 for girls. Following the Ebola outbreak and school closures in Sierra Leone, Guinea and Liberia, enrolment rates for girls dropped. Increased rates of poverty, household responsibilities, child labour and teenage pregnancy as well as restrictive school policies prevented many girls from returning to the classroom. The epidemic also reduced funding for education as governments diverted funds to public health and put a strain on the preexisting teacher shortage. Girls' education and COVID-19 suggests how governments and international institutions can mitigate the effects of the current pandemic and help girls return to school, including finding ways to keep girls learning during the pandemic, factoring in gender when planning for reopening schools and making sure that education systems have adequate financing in the post-crisis months and years.

Girl-focused life skills interventions at a distance

This rapid review explores the evidence and lessons learned about engaging girls in life skills interventions at a distance (i.e. through mobile, online, radio or other) both in emergency and non-emergency settings. The purpose of the review is to assist programmes in identifying relevant and effective ways to continue and build girls’ life skills remotely during the widespread school closures and quarantine of the COVID-19 crisis (Albrectsen and Giannini, 2020). The main interest of the review is emergency contexts, however, the limited evidence as well as the potential for learning from programmes from non-emergency settings, led to the inclusion of non-emergency settings in the review.
The links between girls’ life skills intervention in emergencies and their return to education post-crisis and prevention of unwanted pregnancies and early marriage

This rapid review focuses on identifying evidence and lessons learned on the links between life skills interventions in emergency settings and the prevention of unwanted pregnancies and early marriage and return to education post crisis amongst adolescent girls. It seeks to enable learning from past emergencies to inform the design of effective support to adolescent girls throughout the COVID-19 crisis. Due to the focus on adolescent girls and emergency settings, an area with limited rigorous evaluations (Nobel et al., 2019), this report is based on a rapid literature review of academic studies, grey literature and emerging evidence, to enable the capturing of any significant learnings from relevant programmes.
Gender-responsive social protection during COVID-19

COVID-19 & Children: Rapid Research Response

UNICEF Innocenti is mobilizing a rapid research response in line with UNICEF’s global response to the COVID-19 crisis. The initiatives we’ve begun will provide the broad range of evidence needed to inform our work to scale up rapid assessment, develop urgent mitigating strategies in programming and advocacy, and preparation of interventions to respond to the medium and longer-term consequences of the COVID-19 crisis. The research projects cover a rapid review of evidence, education analysis, and social and economic policies.
