Cécile Avena

Education Researcher (Foundational Learning)

Cécile supports the Data Must Speak Research project as qualitative research consultant. Prior to this, she worked during three years and a half for IMPACT Initiatives, a Swiss-based NGO implementing needs assessments in humanitarian settings. She led 15 humanitarian research cycles, in Niger, Burkina Faso, Lebanon and Central African Republic. Among her missions, she designed and supervised needs assessments related to access and functioning of education services in urban centers and informal settlements in Niger and Burkina Faso. She also supported the Education sector in Lebanon to calculate the number of people (Lebanese, migrants and Palestine Refugees in Lebanon) with education humanitarian needs (PiN) in 2021, as part of the Humanitarian Programming Cycle (HPC) of the Emergency Operation Cell (EOC). Cécile holds a Master’s degree in International Development, specialized in risks management, from the Paris School of International Affairs (PSIA). She is interested in topics related with education in emergency settings, equity in education and the use of education data to support decision-making and policy development.
