Cécile Aptel
Deputy Director
Cécile Aptel is the UNICEF Global Office of Research and Foresight’s Deputy Director and an expert in human rights, security and justice, with particular interests in child rights, women’s rights and the governance of new technologies. Before that, she has been Director and acting Under-Secretary General at the International Federation of the Red Cross and Red Crescent; served as the top legal policy advisor to successive UN High Commissioners for Human Rights and led the OHCHR global work on rule of law and democracy; and been the Deputy Director of UNIDIR, where she tackled global security issues, including arms’ control and the regulation of new technologies and outer space. She holds a Ph.D. in law, two master’s degrees and graduated from Science-Po. She was awarded the 2010 Jennings Randolph Senior Fellowship by the United States Institute of Peace for her work on justice for children and has been repeatedly invited to brief the UN Security Council and Human Rights Council.
