Abstract

 

This research brief summarizes the findings of a rapid review that collates and synthesizes evidence on the child protection impacts of COVID-19 and previous pandemics, epidemics and infectious disease outbreaks. It provides lessons for global and national responses to COVID19 and recommendations for future research priorities.

The evidence on the impacts of pandemics and epidemics on child protection outcomes is limited and skewed towards studies on the effects of HIV/AIDS on stigma. There is also some evidence on the effects of Ebola on outcomes such as orphanhood, sexual violence and exploitation, and  school enrolment, attendance and dropout. The evidence on other pandemics or epidemics, including COVID-19. is extremely limited.

There are various pathways through which infectious disease outbreaks can exacerbate vulnerabilities, generate new risks and result in negative outcomes for children. Outcomes are typically multi-layered, with immediate outcomes for children, families and communities - such as being orphaned, stigmatization and discrimination and reductions in household income - leading to further negative risks and outcomes for children in the intermediate term. These risks include child labour and domestic work, harmful practices (including early marriage), and early and adolescent pregnancy.

Lessons from previous pandemics and epidemics suggest that the following could mitigate the child protection risks:

  • Responding to children in vulnerable circumstances, including orphans (e.g. throughpsychosocial interventions focused on improving mental health and community-based interventions that provide families with resources and access to services)
  • Responding to stigmatization and discrimination (e.g. throughinformation and communication campaigns and support from public health systems, communities and schools)
  • Investing in social protectionenable livelihoods during outbreaks and to counteract shocks
  • Promoting access to health, protective and justice services, which may be restricted or suspending during infectious disease outbreaks
  • Ensuring continued access to education, particularly for girls, who may be adversely affected

There is a high burden of proof for data collection during the current COVID-19 outbreak than there would be in normal circumstances. Evidence generation strategies during and after the COVID-19 crisis should consider rigorous retrospective reviews and building upon monitoring, evidence and learning functions of pre-existing programmes – particularly where there is ongoing longitudinal data collection. There should also be efforts to synthesize evidence from existing research on the effectiveness of interventions that respond to the key risk pathways identified in this review.

Mitigating the socioeconomic impacts of COVID-19 with a cash transfer in peri-urban Kinshasa, Democratic Republic of the Congo

In an effort to mitigate the negative socioeconomic consequences of the COVID-19 containment measures in the Democratic Republic of the Congo (DRC), UNICEF and the World Food Programme initiated a cash transfer programme in the peri-urban commune of Nsélé, near Kinshasa, the capital of DRC. The intervention reached about 23,000 households in the initial humanitarian phase which lasted for 3 months, and then scaled down to reach about 16,000 of the most vulnerable households for an additional 6 months of a social protection phase. A complimentary intervention to the cash transfer trained local associations and communities in women’s leadership, women’s rights, gender-based violence and positive masculinity, and financial management of income-generating activities. This brief presents the design of an impact evaluation of the intervention, the findings from the evaluation, and recommendations for policy and further research. The quantitative analysis found limited impacts of the intervention on household food security, resilience based coping, and dietary diversity which were the primary outcomes of interest. Qualitative interviews however showed more positive experiences and appreciation for the intervention. The study attributes the limited impacts of the intervention to challenges with implementation which needs to be addressed before scaling up. Important lessons about targeting will help the Government with designing the national comprehensive register for social protection.

Data Must Speak: Assurer la formation, l’affectation efficace et la féminisation du corps enseignant pour améliorer les taux de promotion

Le système éducatif tchadien fait face à de nombreux défis. Il est donc important de comprendre quelles ressources et quels facteurs contextuels sont associés à de bonnes performances scolaires au Tchad. Cette note thématique sur assurer la formation, l’affectation efficace et la féminisation du corps enseignant pour améliorer les taux de promotion fait partie d'une série qui présente les principaux résultats de la première étape quantitative de la recherche Data Must Speak sur les approches modèles positives au Tchad. En fusionnant et en analysant les ensembles de données administratives existants au Tchad, cette série de notes thématiques met en évidence les ressources spécifiques et les facteurs contextuels associés aux bonnes performances scolaires au Tchad. Plus important encore, elle vise à informer le dialogue politique et la prise de décision au Tchad et dans d'autres pays intéressés.  Data Must Speak - une initiative mondiale mise en œuvre depuis 2014 - vise à combler les lacunes en matière de preuves pour atténuer la crise de l'apprentissage en utilisant les données existantes. La recherche DMS sur les approches modèles positives est cocréée et mise en œuvre conjointement avec les ministères de l'Éducation et des partenaires clés. La recherche DMS s'appuie sur des méthodes mixtes et des approches innovantes (c'est-à-dire l'approche de sur les modèles positive, les sciences du comportement, la recherche sur la mise en œuvre et la science de la mise à l'échelle) pour générer des connaissances et des enseignements pratiques sur " ce qui fonctionne ", " pourquoi " et " comment " mettre à l'échelle des solutions concrètes pour les décideurs politiques nationaux et la communauté internationale. La recherche DMS est actuellement mise en œuvre dans 14 pays : Brésil, Burkina Faso, Côte d'Ivoire, Éthiopie, Ghana, République démocratique populaire lao, Madagascar, Mali, Népal, Niger, République-Unie de Tanzanie, Tchad, Togo et Zambie.
