Research that Drives Change: Conceptualizing and Conducting Nationally Led Violence Prevention Research

Globally, studies have demonstrated that children in every society are affected by physical, sexual and emotional violence. The drive to both quantify and qualify violence through data and research has been powerful: discourse among policy makers is shifting from “this does not happen here” to “what is driving this?” and “how can we address it?” To help answer these questions, the Multi-Country Study on the Drivers of Violence Affecting Children – conducted in Italy, Viet Nam, Peru and Zimbabwe – sought to disentangle the complex and often interrelated underlying causes of violence affecting children (VAC) in these four countries. Led by the UNICEF Office of Research – Innocenti with its academic partner, the University of Edinburgh, the Study was conducted by national research teams comprised of government, practitioners and academic researchers in each of the four countries.

Aunque la cuestión principal de la que se ocupa este trabajo es la capacidad de las administraciones para prestar el servicio de registro del nacimiento, también se examina la importancia que reside en la comprensión de la coordinación para la mejora de los servicios públicos, especialmente los dirigidos a los niños.

Vulnerability to violence evolves in complex socio-economic and cultural contexts. This locally driven research analyses how institutional, community, interpersonal and individual factors interact to affect violence in children’s lives. It also begins to identify pathways to better inform national prevention strategies. The study places age and gender at its center, focusing on girls and boys at different stages of the life course, from the very young to older adolescents. A cornerstone of the study is to link quality research, translating it into evidence, and turning evidence into effective and meaningful interventions. This snapshot provides insights to the complexities that surround violence. Understanding and responding to the political as well as community contexts in which violence occurs builds more meaningful responses. Country teams are now preparing to move to the field and test best approaches to violence prevention based on evidence and using data to drive change.

Although it is often legally prohibited, the use of physical violence for discipline is a well-established norm in many communities, both at home and at school. Corporal punishment is often part of a wider problem of violence in schools, which includes other forms of humiliating punishment from teachers, peer bullying and gender-based violence. Violence in schools, including physical and verbal abuse by teachers and peers, is the foremost reason children aged 8 give for disliking school.

The Paper explores coordination through the lens of civil registration and vital statistics, with particular reference to birth registration in Peru. It focuses on the role that coordination can play in making birth registration function effectively. While the capacity of governments to deliver the function of birth registration is central to this paper, the role that understanding coordination can play in improving public services is examined, especially services for children. The capacity to register the births of children is a long-standing function of governments, and can be seen as a test of government effectiveness. In Peru, backward mapping showed that the trails from local and district registrars to the government registration organization (RENIEC) stopped almost immediately. This seems to point towards the centralized structure and top-down approach of RENIEC; to sustain its achievements to date and to reach the final three per cent of unregistered births it should consider incentivizing and empowering local and community administrations.

Being bullied has been found to have a significant impact on children’s physical and mental health, psychosocial well-being and educational performance, with lasting effects into adulthood on health, well-being and lifetime earnings. Little is known about bullying in low- and middle-income countries, however. This study uses a mixed methods approach combining survey analysis of the predictors and associations with being bullied, with qualitative data to explore the context in which bullying occurs and the social processes that underpin it. Findings show that better data collection and increased resource allocation to bullying prevention are needed. The development and evaluation of different types of effective, sustainable and scalable bullying prevention models in low- and middle-income country contexts are priorities for programming and research.

This paper describes children’s experiences of violence at home in Peru, using a lifecourse approach. Violence against children at home tended to increase with age, as children took on more chores (especially in rural areas), and spent more time away from home (in some cases, in urban areas). The chances of being hit by parents increased when children failed in their responsibilities; spending more time away from home also presented potential dangers for children (e.g., being robbed in the community, joining a gang, etc.), and so violence was used as a means to protect them and to prevent them from being led astray. We discuss how living in poverty affects relationships between parents and children. Meeting the basic economic needs of a family is the priority for parents, who then have limited time, energy and resources to devote to their children. We also found that children exposed to violence in the home are also frequently exposed to corporal punishment at school.

The volume analyzes key issues from the transitional justice agenda through a child rights lens. On the basis of research, the authors begin to formulate responses to a number of crucial questions and debates: how to end impunity for crimes against children; what policies and procedures can better protect children and enable them to contribute to reconciliation and reconstruction efforts; what strategies are most effective in supporting children’s roles and ensuring their voices are heard in peace-building efforts; how to enable children to reunite and reconcile with their families, peers and communities; how to build children’s skills to become part of a stable economy; and how to reaffirm children’s self-esteem and agency in the aftermath of armed conflict that has violated their childhood. A number of cross-cutting issues and themes are introduced. Chapters 1 through 3 outline the human rights-based approach for children and transitional justice and examine the basic assumptions and international legal framework that provide a foundation for further analysis of accountability and reconciliation in different country contexts. This is followed, in Chapters 4 through 6, by case studies of children’s involvement in the truth commissions of South Africa, Sierra Leone, and Liberia. Chapters 7 through 10 address thematic issues and institutional reform.

This paper examines truth and reconciliation commissions that have made reference to a longer-term role for education in coming to terms with the past and contributing towards future reconciliation. The countries reviewed are Guatemala, Liberia, Peru, Sierra Leone, South Africa and Timor-Leste. Some have developed strategies for children's participation and made recommendations for inclusion in the formal school curriculum. However, recommendations regarding a role for education have usually been very general in nature, with little specification of what is expected of educators in practical terms and little follow-through by education authorities. The paper therefore identifies a number of challenges if education is to have a role in truth and reconciliation. It also identifies potential areas for educational development and recommendations for future actions.

This working paper provides an overview of the transitional process in Colombia and Peru, focusing on the situation of children. The adoption of judicial and administrative measures to deal with human rights violations from the past (Peru) and the present (Colombia) is a tool towards the consolidation of democratic institutions. While individual initiatives have been undertaken in both countries, addressing the situation of children in an integrated, comprehensive way is a persistent challenge, as is the exploration of legal tools as a means to demand responsibility.
