Après avoir procédé à l’analyse de la dynamique sociale qui sous-tend l’éradication de l’excision et mutilation génitale féminine (E/MGF) dans cinq pays - l’Égypte, l’Éthiopie, le Kenya, le Sénégal et le Soudan - cet Innocenti Insight se propose de promouvoir l’élaboration de mesures politiques et de programmes de lutte contre ces coutumes. Les expériences menées dans ces cinq pays et rapportées dans cet Innocenti Insight apportent la preuve qu’il est possible de mettre fin à l’E/MGF si les programmes et les politiques s’intéressent à la dynamique sociale complexe associée à ces pratiques et remettent en question les relations hommes/femmes, les stéréotypes et les préjugés existants. Dans ses conclusions, la publication propose des réflexions sur les derniers obstacles à l’abandon de l’E/MGF et formule des recommandations pour les futurs programmes de recherche et d’intervention.

This publication provides a regional analysis of anti-trafficking measures relevant to children in the countries of South Asia. It assesses national legal and policy frameworks and provides a list of recommended actions for the application of a rights-based approach to child trafficking. Emphasis is placed on the indivisibility of human rights and the influence that trafficking, exploitation and abuse have on children’s enjoyment of rights and fundamental freedoms.The study is based on the understanding that in order to ensure a comprehensive approach to child trafficking, exploitation and abuse, measures must be developed and implemented in full conformity with the 1989 Convention on the Rights of the Child and the broader framework of human rights.

During recent decades most affluent countries have experienced large increases in the number and diversity of immigrants, and accordingly it is anticipated that children in immigrant families will play an increasing role in these societies. However, while their social, economic and civic integration is of critical policy relevance, there is little statistical evidence available on this segment of the population. The study helps to fill the knowledge gap by presenting internationally comparable statistics on children in immigrant families in eight affluent countries - Australia, France, Germany, Italy, Netherlands, Switzerland, the United Kingdom and the United States. The analysis examines family composition, educational background, language, educational and employment status of parents, housing conditions, school and labour market participation and poverty status, among other dimensions, identifying disparities between the situation of these children and that of native-born children. The report calls for policies that facilitate integration and social inclusion of children in immigrant families, focusing particularly on those from low- and middle-income countries who often face greater challenges in assimilation.

The research theme was identified within the framework of the European Network for the Research Agenda on Children in Armed Conflict and has been developed by UNICEF IRC with the co-operation of a number of Network partners and UNICEF offices in the field. It reviews the problem of non-registration in conflict-affected countries while drawing on case studies to analyze successful or promising initiatives to ensure registration. The ultimate goal is to assist practitioners in the field in conflict and post-conflict environments to promote emerging encouraging practices in ensuring the right of the child to birth registration and thereby to the enjoyment of many rights.

Within and across borders in Europe, children are trafficked into a variety of exploitative situations, violating their human rights and threatening their survival and development. This report assesses the legal, policy and implementation frameworks in place to address child trafficking in the region. Covering more than 50 countries/entities, the report investigates the complexity of the trafficking phenomenon, and maps trafficking patterns and targeted legal and policy responses. Child trafficking is addressed in the framework of the Convention on the Rights of the Child, with a focus on prevention, protection and empowerment.

The study analyses how the Philippines’ national Child Friendly Movement, which has engaged government, NGOs, civil society, children and UNICEF, has enhanced the capacity of local governments, communities and young people to fulfil the rights of the poorest children. The study uses participatory methodologies and reflects the viewpoint of children and the community. It reveals that in areas where the Child Friendly Cities strategy was adopted, greater attention is paid to the most excluded and vulnerable groups and interventions are developed on a wider spectrum of children’s rights. Beyond providing insights on concrete ways in which child rights are bring promoted at local level, it provides recommendations on how the fulfilment of child rights can be further enhanced by municipal governments.

Child Friendly Cities in Italy describes the evolution of childhood in Italy and the emergence of a new culture of the city. It analyses the consideration given to the Child Friendly Cities initiative and in particular the attention provided to the child as an active citizen and the role of the city in promoting the participation of young people in decision-making processes at the local level. The study looks at the specific experience of 12 of the more than 100 Italian cities that have adopted this approach, considering planning, budgeting and monitoring plans of action for children and ways through which children’s views are taken into account. The study provides recommendations on how to further promote children’s rights within local governance.

This IRC Insight highlights the urgent need to support families and communities to care for children orphaned by HIV/AIDS. The report looks at how the epidemic undermines children's health and schooling, and reinforces marginalization and deprivation. It explores the options for the care of children in communities affected by the AIDS epidemic. Beginning with the premise that the parent-child bond is the basic building block of child development and the family the basic unit of society, the report looks at ways to keep the family together for as long as possible. It then goes on to explore alternative care arrangements beyond the immediate family. Settings range from care by the extended family, to different forms of fostering in the community, through adoption and placement in residential institutions, which should be used as a last resort.

Estos cuidados van desde los cuidados por la familia extensa o en diferentes formas de familias de acogida, hasta la adopción o ingreso en residencias. El informe hace hincapié en las maneras en que actores no pertenecientes a la comunidad más próxima pueden ayudar a sostener y mejorar la capacidad de los hogares y las comunidades en el cuidado de los niños y niñas que se quedan solos.
