Child Trafficking in West Africa - Policy Responses

The trafficking of children is one of the gravest violations of human rights in the world today. Every year, hundreds of thousands of children are smuggled across borders and sold as mere commodities. Their survival and development are threatened, and their rights to education, to health, to grow up within a family, to protection from exploitation and abuse, are denied. The UNICEF Innocenti Research Centre has worked with the UNICEF Regional Office for West and Central Africa to identify effective policy solutions to this issue in eight countries: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Gabon, Mali, Nigeria and Togo. This study focuses on a region that is badly affected by the phenomenon, aiming to increase understanding of this reality and maximize the effectiveness of measures to overcome it. It illustrates the importance of field-driven research and the essential role that research plays in policy formulation and the proper design of programmes.

In this Innocenti Insight, Gerison Lansdown examines the meaning of Article 12 of the Convention on the Rights of the Child, which says that children are entitled to participate in the decisions that affect them. Lansdown takes a close look at the full meaning of this Article as a tool that can help children themselves to challenge abuses of their rights and take action to defend those rights. She also stresses what the Article does not do. It does not, for example, give children the right to ride roughshod over the rights of others, particularly parents. The Insight makes a strong case for listening to children, outlining the implications of failing to do so and challenging many of the arguments that have been levelled against child participation. It is, above all, a practical guide to this issue, with clear checklists for child participation in conferences and many concrete examples of recent initiatives.

Starting from Zero is a critical review of some of the main facets of the international cooperation undertaken on behalf of children in Rwanda from July 1994 to December 1996, with special reference to its consonance with, and promotion of, the spirit and the letter of the Convention on the Rights of the Child. The study aims to contribute to the development of a coherent long-term policy on child-related issues as an integral part of the reconstruction, recovery and reconciliation process in post-conflict situations, using to the full the Convention as both a guide for action and a tool for stimulating and facilitating that action.Taking as its main base the experience of UNICEF, the study also considers other actors, particularly the foreign non-governmental community, in attempting to determine the real impact of the Convention on approach and programming. While the focus of the study is on the events that took place in post-genocide Rwanda, there are inevitably ramifications for and links with other post-conflict situations.

The children of an ethnic group, race or religious denomination represent its continuity - they embody a potential for future diversity. This has resulted throughout history in their extreme vulnerability in times of conflict among or involving such groups: they are perceived as the enemies of the future and made prime targets of genocide. Children are also the main victims of less obvious manifestations of ‘everyday’, peacetime discrimination, as infant mortality, infant morbidity and educational attainment data from every part of the world has shown. To investigate ways in which to address these issues, the UNICEF Innocenti Research Centre organised a meeting on ‘Discrimination Against Children of Minority Groups and Indigenous Peoples’ in 1994. This publication brings together abridged versions of its main discussion papers.
