The Council of Europe was established to defend parliamentary democracy, human rights and the rule of law. Pursuing the fundamental rights of everyone to respect for their human dignity and physical integrity, the Council is making a powerful impact on the protection of children from all forms of violence across the continent. Its varied components have contributed to making violence against children more visible - and thus revealed the size of the task remaining to prevent and eliminate it. Essa documentação é crucial, sobretudo em tempos de conflito armado ou de instabilidade. A “invisibilidade” das crianças não-registadas aumenta a sua vulnerabilidade e o risco de as violações dos seus direitos passarem despercebidas. Assegurar o registo de nascimento das crianças que se encontram numa situação de conflito ou subsequente a um conflito é, pois, uma prioridade.

La traite des êtres humaines affecte presque toutes les nations d'Afrique pour lesquelles nous disposons de données, que ce soit les pays d'origine ou celles qui servent de destination. Le rapport étudie les informations recueillies dans 53 pays africains et procède à une analyse des schémas et des racines profondes de la traite, ainsi que des pratiques et mesures efficaces prises au niveau national et régional. On a pu observer les phénomènes suivants: la traite est facilitée par l'effondrement du milieu protecteur de l'enfant suite à un conflit armé, des difficultés économiques ou des pratiques discriminatoires. Les attitudes and pratiques traditionelles, le mariage précoce et le fait que les naissances ne soient pas enregistrées rendent estrêmement difficile l'identification des victimes.

Trafficking of human beings affects every country in Africa for which data are available, either as countries of origin or destination. The report looks at information from 53 African countries and provides an analysis of the patterns, root causes, and existing national and regional policy responses and effective practices. Trafficking occurs when a child's protective environment collapses as a result of conflict, economic hardship, or discrimination. Traditional attitudes and practices, early marriage, and lack of birth registration further increase the vulnerability of children and women to exploitation.

There is a growing global consensus on the need to promote family-based alternatives to institutional care for children. No residential institution, no matter how well meaning, can replace the family environment so essential to every child. This Innocenti Insight examines efforts to prevent the institutionalization of children in Argentina, Chile, Uruguay, Italy and Spain, focusing on both public and private initiatives, as well as local and national policies. The study highlights the fact that policies to discourage institutionalization are not enough. The right climate is needed to create alternatives, including raising public awareness.

The trafficking of children is one of the gravest violations of human rights in the world today. Every year, hundreds of thousands of children are smuggled across borders and sold as mere commodities. Their survival and development are threatened, and their rights to education, to health, to grow up within a family, to protection from exploitation and abuse, are denied. The UNICEF Innocenti Research Centre has worked with the UNICEF Regional Office for West and Central Africa to identify effective policy solutions to this issue in eight countries: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Gabon, Mali, Nigeria and Togo. This study focuses on a region that is badly affected by the phenomenon, aiming to increase understanding of this reality and maximize the effectiveness of measures to overcome it. It illustrates the importance of field-driven research and the essential role that research plays in policy formulation and the proper design of programmes.

This Digest looks at intercountry adoption as one of a series of possible solutions for children unable to live with their families. Broadly accepted international instruments specify the conditions under which intercountry adoption should be undertaken if the rights and best interests of the children concerned are to be protected and fully respected. Although substantial efforts are being made to implement the standards and procedures set, current practices are often in violation of these norms. The Digest identifies abuses of intercountry adoption as well as the measures required to combat such violations and to uphold 'best practice' in this sphere. A commentary explores some popular fallacies about intercountry adoption, including the notion of 'the right to a child', and suggests measures that will ensure that the rights of the child will be "the paramount consideration". The Digest also provides information on existing Central Authorities under the Hague Convention on Intercountry Adoption.

Aunque se están realizando esfuerzos significativos por implementar las normas y los procedimientos establecidos, la práctica actual suele implicar la violación de estas reglas. El Digest indica cuáles son los abusos que se cometen en la adopción internacional, así como las medidas que hay que tomar para luchar contra tales violaciones y para defender las “prácticas mejores” en este campo.
