Places and Spaces: Environments and children’s well-being

Report Card 17 explores how 43 OECD/EU countries are faring in providing healthy environments for children. Do children have clean water to drink? Do they have good-quality air to breathe? Are their homes free of lead and mould? How many children live in overcrowded homes? How many have access to green play spaces, safe from road traffic? Data show that a nation’s wealth does not guarantee a healthy environment. Far too many children are deprived of a healthy home, irreversibly damaging their current and future well-being. Beyond children’s immediate environments, over-consumption in some of the world’s richest countries is destroying children’s environments globally. This threatens both children worldwide and future generations. To provide all children with safe and healthy environments, governments, policymakers, businesses and all stakeholders are called to act on a set of policy recommendations.

Las investigaciones llevadas a cabo hasta el momento han tendido a concentrarse solamente en ciertos puntos específicos del impacto de los matrimonios prematuros, como los efectos que tienen en la salud reproductiva y en el abandono de la escuela. Se ha prestado poca atención al enfoque que considera dicha práctica de por sí como una violación de los derechos del niño. El presente Digest analiza las dimensiones del fenómeno, su contexto, sus causas y las consecuencias que tiene en todos los aspectos de la vida de las personas afectadas (especialmente en el caso de las niñas pequeñas) y en la sociedad en general. Traza un perfil de las estrategias a seguir para ayudar a quienes se han tenido que casar a edad temprana y para prevenir los matrimonios prematuros mediante la educación, la sensibilización y la construcción de alianzas. Ce Digest se penche sur le mariage précoce - le mariage d’enfants et d’adolescents de moins de 18 ans - dans une perspective de droits humains. Les recherches sur le mariage précoce n’ont le plus souvent considéré que certains aspects spécifiques de l’impact du phénomène, comme ses répercussions sur la santé génésique ou l’abandon scolaire, et non sa portée en tant que violation des droits de l’enfant en soi. Le Digest examine l’étendue du mariage précoce, son contexte, ses causes, et ses conséquences sur tous les aspects de la vie de ceux qui le subissent - des filles en particulier - ainsi que sur la société dans son ensemble. Il définit des lignes de conduite pour aider ceux qui ont été mariés trop tôt, et pour prévenir le mariage précoce à travers l’éducation, l’engagement, et l’établissement d’alliances. Il conclut en appelant à une recherche qui tienne beaucoup plus compte de la perspective des droits sur une question qui a de vastes retombées.

In genere, la ricerca sul matrimonio precoce ha concentrato l'attenzione sulla salute riproduttiva, sull'abbandono scolastico e sulla crescita demografica. La pratica non è stata sufficientemente presa in esame dal punto di vista delle violazioni dei diritti umani dei minori. Il Digest esamina la portata del problema, il contesto in cui si manifesta, le sue cause e le ripercussioni su tutti gli aspetti della vita di coloro che ne sono coinvolti, in particolare le ragazze adolescenti, nonché sull'intera società. Il Digest propone anche alcune strategie per aiutare coloro che sono stati fatti sposare ad un'età troppo giovane, e per prevenire il matrimonio precoce attraverso l'istruzione, la promozione di una cultura di rispetto dei diritti e la costituzione di alleanze. A League Table of Child Poverty in Rich Nations

This new report on child poverty in the world’s wealthiest nations concludes that one in six of the rich world’s children is poor - a total of 47 million. The new research, published in the first UNICEF Innocenti Report Card, provides the most comprehensive estimates so far of child poverty across the member countries of the OECD. Despite a doubling and redoubling of national incomes in most OECD nations since 1950, a significant percentage of their children are still living in families so materially poor that normal health and growth are at risk. A far larger proportion remain in relative poverty. Their physical needs may be catered for, but they are painfully excluded from the activities and advantages that are considered normal by their peers. The report reveals a wide range of child poverty rates in countries at broadly similar levels of economic development – from under 3 per cent in Sweden to a high of over 22 per cent in the USA. By comparing data from different countries, the new research asks what can be learned about the causes of child poverty and examines the policies that have contributed to the success of lower rates in some countries. In particular, it seeks to explain the situation by exploring the impact on poverty rates of lone parenthood, unemployment, low wages and levels of social expenditures. The Report Card calls for a new commitment to ending child poverty in the world’s richest nations.

This Digest focuses on domestic violence as one of the most prevalent yet relatively hidden and ignored forms of violence against women and girls globally. Domestic violence is a health, legal, economic, educational, developmental and, above all, a human rights issue. The Digest looks at the magnitude and universality of domestic violence, and its impact on the rights of women and children. It emphasizes the need for coordinated and integrated policy responses; implementing existing leglisation; and ensuring greater accountability from governments in order to eliminate this violence. Information on regional and international NGOs working in this area, and suggestions for further reading are also provided.

Il Digest esamina le dimensioni e la diffusione del problema, e le ripercussioni che esso ha sui diritti delle donne e dei minori. Sottolinea l'esigenza di fornire risposte politiche coordinate e integrate: con una più efficace applicazione della legislazione esistente e con un impegno più diretto e visibile nella lotta contro questa violenza da parte dei governi. Las estadísticas contenidas en estas páginas ponen al descubierto una amenaza real para todos los ciudadanos de las naciones que tienen una tasa elevada de pobreza infantil. S’il est vrai que de nombreuses familles pauvres n’hésitent pas à faire des sacrifices afin d’offrir à leurs enfants le meilleur départ possible dans la vie, l’image d’ensemble révèle cependant que les individus qui grandissent dans la pauvreté sont plus susceptibles de rencontrer des difficultés scolaires, d’abandonner l’école, de recourir aux drogues, de commettre des crimes, de ne pas trouver de travail, d’avoir trop jeune un enfant et de mener une vie perpétuant sur de nombreuses générations la pauvreté et autres conditions désavantageuses.

Este Digest examina la adopción internacional como una de las soluciones posibles para aquellos niños que no pueden vivir con sus familias. Los documentos internacionales, generalmente aceptados, especifican las condiciones en las cuales se debe llevar a cabo la adopción internacional si se pretende proteger y respetar plenamente los derechos y el interés superior de los niños implicados en dicho proceso. Aunque se están realizando esfuerzos significativos por implementar las normas y los procedimientos establecidos, la práctica actual suele implicar la violación de estas reglas. El Digest indica cuáles son los abusos que se cometen en la adopción internacional, así como las medidas que hay que tomar para luchar contra tales violaciones y para defender las “prácticas mejores” en este campo. Un comentario titulado “Los niños y la adopción: Qué derechos y de quién” desenmascara algunos errores comunes relativos a la adopción internacional, como por ejemplo la noción del “derecho a tener un hijo”, y propone medidas que puedan garantizar que los derechos del niño sean “la consideración primordial”. Return on Knowledge: How international development agencies are collaborating to deliver impact through knowledge, learning, research and evidence

Effective collaboration around knowledge management and organizational learning is a key contributor to improving the impact of international development work for the world’s most vulnerable people. But how can it be proven? With only 10 years from the target date for the Sustainable Development Goals, nine of the world’s most influential agencies set out to show to the connection between the use of evidence, knowledge and learning and a better quality of human life. This book – a synthesis of stories, examples and insights that demonstrate where and how these practices have made a positive impact on development programming – is the result of the Multi-Donor Learning Partnership (MDLP), a collective effort to record the ways each of these organizations have leveraged intentional, systematic and resourced approaches to knowledge management and organizational learning in their work.

Gender Solutions: Capturing the impact of UNICEF’s gender equality evidence investments (2014–2021)

UNICEF has undertaken hundreds of gender evidence generation activities, supporting programmatic action, advocacy work and policymaking. The Gender Solutions project aims to draw together the knowledge, innovations and impacts of gender evidence work conducted by UNICEF offices since the first UNICEF Gender Action Plan was launched in 2014. A desk review identified over 700 gender-related UNICEF research, evaluation and data evidence generation activities since 2014. Twenty-five outputs were shortlisted because of their high quality and (potential for) impact and three were selected as Gender Evidence Award winners by an external review panel. By capturing the impact of this broad body of work, Gender Solutions aims to showcase UNICEF’s evidence investments, reward excellence and inform the rollout of the UNICEF Gender Policy 2021–2030 and Action Plan 2022–2025.

Responsible Innovation in Technology for Children: Digital technology, play and child well-being

Digital experiences can have significant negative impact on children, exposing them to risks or failing to nurture them adequately. Nevertheless, digital experiences also potentially yield enormous benefits for children, enabling them to learn, to create, to develop friendships, and to build worlds. While global efforts to deepen our understanding of the prevalence and impact of digital risks of harm are burgeoning – a development that is both welcome and necessary – less attention has been paid to understanding and optimizing the benefits that digital technology can provide in supporting children’s rights and their well-being. Benefits here refer not only to the absence of harm, but also to creating additional positive value. How should we recognize the opportunities and benefits of digital technology for children’s well-being? What is the relationship between the design of digital experiences – in particular, play-centred design – and the well-being of children? What guidance and measures can we use to strengthen the design of digital environments to promote positive outcomes for children? And how can we make sure that children’s insights and needs form the foundation of our work in this space? These questions matter for all those who design and promote digital experiences, to keep children safe and happy, and enable positive development and learning. These questions are particularly relevant as the world shifts its attention to emerging digital technologies and experiences, from artificial intelligence (AI) to the metaverse, and seeks to understand their impact on people and society. To begin to tackle these questions, UNICEF and the LEGO Group initiated the Responsible Innovation in Technology for Children (RITEC) project in partnership with the Young and Resilient Research Centre at Western Sydney University; the CREATE Lab at New York University; the Graduate Center, City University of New York; the University of Sheffield; the Australian Research Council Centre of Excellence for the Digital Child; and the Joan Ganz Cooney Center. The research is funded by the LEGO Foundation. The partnership is an international, multi-stakeholder and cross-sectoral collaboration between organizations that believe the design and development of digital technology should support the rights and well-being of children as a primary objective – and that children should have a prominent voice in making this a reality. This project’s primary objective is to develop, with children from around the world, a framework that maps how the design of children’s digital experiences affects their well-being, and to provide guidance as to how informed design choices can promote positive well-being outcomes.
