Time to Teach: Teacher attendance and time on task in Eastern and Southern Africa

There is a learning crisis. Fifty-three per cent of children in low- and middle-income countries are in ‘learning poverty’, i.e. they cannot read and understand a simple text by the end of primary school age. In sub- Saharan Africa, the learning poverty rate is 87 per cent overall, and ranges from 40 per cent to as high as 99 per cent in the 21 countries with available data. Teachers attending lessons and spending quality time on task is a critical prerequisite to learning. However, in sub-Saharan Africa, teacher absenteeism ranges from 15 to 45 per cent. Teacher absenteeism and reduced time on task wastes valuable financial resources, short-changes students and is one of the most cumbersome obstacles on the path toward the education Sustainable Development Goal and to the related vision of the new UNICEF education strategy: Every Child Learns. Whilst the stark numbers are available to study, and despite teacher absenteeism being a foremost challenge for education systems in Africa, the evidence base on how policies and practices can influence teacher attendance remains scant. Time to Teach (TTT) is a research initiative that looks at primary school teacher attendance in eight countries and territories in the Eastern and Southern Africa (ESA) region: the Comoros; Kenya; Rwanda, Puntland, State of Somalia; South Sudan; the United Republic of Tanzania, mainland; the United Republic of Tanzania, Zanzibar; and Uganda. Its primary objective is to identify factors affecting the various forms of teacher attendance, which include being at school, being punctual, being in the classroom, and teaching when in the classroom, and use this evidence to inform the design and implementation of teacher policies.

The report examines evidence from the current crisis, examines past health crises such as HIV/AIDS, SARS and Ebola to provide insights into the current one, and proposes proven and promising solutions.

Protecting children from harm during COVID-19 needs evidence

Although much of the world is focused on the “silver lining” that COVID-19 does not appear to severely impact children’s health, UNICEF is raising the alarm about the potential damage of the hidden impacts on children’s health as well as the indirect socio-economic effects of the fallout from the pandemic. In response, UNICEF Innocenti is generating evidence to assist and inform UNICEF’s COVID-19 work. This blog is about a research conducted by UNICEF on the impacts of pandemics and epidemics on child protection, including topics such as violence against children, child labour and child marriage.

The Best of UNICEF Research is celebrating its seventh year. Once again, it showcases a collection of the best research undertaken or supported by UNICEF staff and offices around the world. The Best of UNICEF Research exercise has become eagerly anticipated throughout the organization. Staff in country offices particularly welcome the spotlight on work that helps to shape practice, programming and policy for children worldwide. 2019 marks the thirtieth anniversary of the Convention on the Rights of the Child, and we can see many pressing issues for children and young people, and for UNICEF, reflected in this year's selection of Best of UNICEF Research 2019 finalists.

Disadvantaged, vulnerable and/or marginalized adolescents (DVMAs) are individuals aged 10–19, who are excluded from social, economic and/or educational opportunities enjoyed by other adolescents in their community due to numerous factors beyond their control. This brief summarizes the health and well-being inequities experienced by DVMAs and the need for research with this group. It reviews the challenges and barriers to their inclusion in research; shares practical implications and best practices for their inclusion in research; and addresses ethical challenges and approaches to research with DVMAs.

The brief is one of seven on research methodologies designed to expand and improve the conduct and interpretation of research on adolescent health and well-being in low- and middle-income countries (LMICs). Building on the recent Lancet Commission on Adolescent Health and Wellbeing, these briefs provide an overview of the methodological quality of research on adolescents. They cover topics including: indicators and data sources; research ethics; research with disadvantaged, vulnerable and/or marginalized populations; participatory research; measuring enabling and protective systems for adolescent health; and economic strengthening interventions for improving adolescent well-being.

Quasi-experimental research designs, like experimental designs, test causal hypotheses. Quasi-experimental designs identify a comparison group that is as similar as possible to the intervention group in terms of baseline (pre-intervention) characteristics. The comparison group captures what would have been the outcomes if the programme/policy had not been implemented (i.e., the counterfactual). The key difference between an experimental and quasi-experimental design is that the latter lacks random assignment.

Interviews are easy to do badly and hard to do well - good planning, adequate time and appropriate skills are required. The type of interview should be carefully chosen to suit the situation rather than choosing a type of interview (such as focus groups) simply because it is commonly used. Interviews with children raise particular ethical issues that need to be carefully considered and fully addressed. This brief outlines key issues to consider in planning interviews for impact evaluation, taking into account the purpose of the evaluation, how interview data aim to complement other data for assessing impact, and the availability of resources.

Modelling is an approach to impact evaluation which uses mathematical models to describe social and economic relationships and to infer causality from an intervention to an outcome, and/or between an outcome and its determinants. Models with more than one equation are most valuable, as they allow for both direct and indirect effects and also two-way relationships to be captured. Models can be used to examine the impact of a programme or policy by introducing them as an exogenous change in some of the variables, parameters or equations.

Las evaluaciones de impacto deben ir más allá de la simple evaluación de la magnitud de los efectos (el impacto medio) para determinar con quién ha tenido éxito un programa o política y de qué forma. Lo que constituye «éxito» y la forma de analizar y sintetizar los datos para responder a las preguntas clave de evaluación específicas debe examinarse por anticipado, puesto que la recolección de datos debe orientarse a la combinación de pruebas empíricas necesarias para tomar decisiones adecuadas sobre el programa o política.
