This study presents an econometric model to estimate changes in the under-five mortality rate in a number of countries in sub-Saharan Africa over the years 1995-2007. The discussion centres on models with different specifications, and on the results obtained after testing several of them. The paper argues that initial models adopted to forecast the potential impact of the food and financial crisis overestimated the increase in mortality. However, the more complex tool presented in this study proves that under-five mortality rates have indeed increased (or declined less than predicted) due to the food and financial crises. The estimates provide signposts for remedies to protect children and their families when new shocks arrive.

The European Union (EU) is currently in the process of developing child specific indicators of well-being that will be used to monitor progress towards achieving inclusive economic growth. Although a wide range of child sensitive indicators has been proposed in recent years, none of the measures is sensitive to (changes in) cumulative deprivation i.e. the degree to which a child simultaneously experiences a range of unfavourable conditions. Children’s current well-being is a key determinant of their future situation; more often than not, well-being in one domain (e.g. health) is complementary to well-being in another domain (e.g. education); and children also have little control over, or responsibility for, the factors determining their own well-being.

The volume analyzes key issues from the transitional justice agenda through a child rights lens. On the basis of research, the authors begin to formulate responses to a number of crucial questions and debates: how to end impunity for crimes against children; what policies and procedures can better protect children and enable them to contribute to reconciliation and reconstruction efforts; what strategies are most effective in supporting children’s roles and ensuring their voices are heard in peace-building efforts; how to enable children to reunite and reconcile with their families, peers and communities; how to build children’s skills to become part of a stable economy; and how to reaffirm children’s self-esteem and agency in the aftermath of armed conflict that has violated their childhood. A number of cross-cutting issues and themes are introduced.

Special Series on the Situation of Children in Immigrant Families in Affluent Societies

There were about 1.5 million children 0 to 17 years of age in immigrant families in Australia in 2001. This represented almost 33 per cent of all children. More than a quarter of these children were in families from the most consistent countries of immigrant origin, Ireland and the United Kingdom. Another 17 per cent were in families from other parts of Europe, while 10 per cent were in families from New Zealand, and 3 per cent were in families from other countries in Oceania.

This paper adds a perspective to existing research on child protection by engaging in a debate on intersectional discrimination and its relationship to child protection. The paper has a two-fold objective: (1) to further establish intersectionality as a concept to address discrimination against children; and (2) to illustrate the importance of addressing intersectionality within rights-based programmes of child protection.

This paper reviews some of the recent qualitative literature on children's perspectives on economic disadvantage. The idea of asking people who experience disadvantage about their own situations is still a relatively new one in the social sciences, and the idea of asking children about their own perceptions of economic and social disadvantage is even more recent. Nine analyses, all published since 1998, and all of them involving in-depth interviews or group work with children aged between 5 and 17, are examined in detail. Most of these studies develop frameworks based on the 'new sociology of childhood', which emphasises the social construction of childhood and children's agency in the context of child-adult relations.

Habiendo reconocido el valor de ofrecer oportunidades educativas al niño desde los primeros momentos de su vida, muchos países han extendido la educación y los cuidados a la primera infancia durante los últimos años. México consituye un caso interesante, en el que durante los últimos cinco años se han extendido la educación y los cuidados a la primera infancia, así como las iniciativas encaminadas a mejorar la calidad y a reformar el currículo nacional de los preescolares.

An accumulation of research across hundreds of studies shows the benefits of quality early childhood care and education for children’s later learning, school success and social development. In recognition of the value of providing early learning opportunities, many nations have expanded early childhood care and education in recent years. Mexico provides an interesting case in which expansion of early childhood care and education has occurred in the past 5 years, as have initiatives to improve quality and revise the national curriculum for pre-schoolers.

This paper examines poverty in recent years among children in the countries of South Eastern Europe and the Commonwealth of Independent States. The study analyses two dimensions of child poverty - according to household composition, and according to its urban, rural and regional dimensions. The most important findings from a policy point of view are the strong rural character of child poverty, and the relationship between child population density (at the level of the country, the sub-national region, and the household) and child poverty: where child population shares are higher, child poverty rates are also higher.
