Official statistics identify 2% to 7% of the population in the State of Palestine as having a disability. Evidence is limited regarding levels of access to assistive technologies (AT) by people with disabilities in the State of Palestine. However, estimates suggest that there are high levels of unmet need. Less than 10% of children with disabilities received assistive devices in the year of one recent survey. The COVID-19 pandemic has had an impact on a range of such services in many countries, but little information is yet available on the impact on AT provision in humanitarian settings.

One billion people in the world live with a disability; 240 million are children. The majority of the world’s children with disabilities live in low- and middle-income countries, where humanitarian crises are most likely to occur. Humanitarian crises increase the prevalence of child disability and the need for assistive technologies as children sustain new disabling injuries, children with disabilities lose their assistive devices, or access to limited existing health services is worsened by crisis. In addition, there are likely to be many more children with disabilities in humanitarian settings whose need for assistive technologies has never been identified. This literature review discusses the barriers to assistive technologies provision in humanitarian settings and considers possible entry points for provision in the future. Recommendations include: coordination platforms for provision; gathering evidence on existing in-country provision and strengthening those systems; designing programmes for provision that account for pre-existing barriers, within-crises barriers including those internal to humanitarian organizations like UNICEF.

COVID-19 school closures initially revealed more than 75% of children lacked access to critical digital learning opportunities. Three out of four were living in the poorest 40% of households. Digital learning is impossible without connectivity and electricity. However, in places like Chad, Malawi and Niger, the proportion of people with access to electricity is below 1 in 5. What efforts will ensure these children are not further left behind in future crises if schools are again closed? How much will universal access to digital learning cost? The answer is US$1.4 trillion. This paper estimates the cost of universalizing digital learning by 2030, in alignment with the conceptual framework of the Reimagine Education initiative. It provides a rationale for cost assumptions; classifies costs into enabling digital learning and delivering digital learning; and, finally, discusses financing achievability by comparing the estimated costs with current spending in education and other sectors. Since 2009, the Transfer Project has generated rigorous evidence on the impacts of cash transfers in sub-Saharan Africa (SSA) and has supported their expansion.1 The Transfer Project is a collaborative network comprising UNICEF (Innocenti, Regional and Country Offices), Food and Agriculture Organization of the United Nations (FAO), the University of North Carolina at Chapel Hill, national governments and researchers. It aims to “provide evidence on the effectiveness of cash transfer programmes, inform the development and design of cash transfer policy and programmes, and promote learning across SSA on the design and implementation of research and evaluations on cash transfers”. this brief summarizes the current evidence and lessons learned from the Transfer Project after more than a decade of research. It also introduces new frontiers of research.

Bringing up children requires care, time and resources. Yet, too often, all over the world, parents and other primary caregivers are left to struggle with this fundamental task without enough support. The burden of responsibility tends to fall disproportionately on women. Often parents have to make impossible choices between earning enough money for their family and giving children the care that they need. The concept of ‘family-friendly policies’ has emerged as a way of thinking about and addressing these issues. There is no agreed definition of the concept, but it is generally conceived as a set of policies that help parents/caregivers to reconcile various aspects of work and family life. Such policies may differ from one region and location to another depending on, amongst other things: demographics, including the definition of what a family is, and its function; the characteristics of the labour market and the workplace; the social and cultural context, including attitudes, expectations and norms; and the economic context. This paper addresses the issue of what family-friendly policies could look like in the South Asian context, where female labor force participation is very low and more than 90 per cent of workers are in the informal sector or under informal employment. It considers how these policies can be responsive to the particular characteristics and circumstances of countries in the region – including multi-generation families, family units built around adolescent mothers (and sometimes fathers), and migration for work both within and outside countries. It also tackles the question of how family-friendly policies might need to evolve in the face of the COVID-19 crisis. By taking an equity approach to family friendly policies, we provide recommendations on how to reach families in different situations and facing different degrees of vulnerabilities, including those not working or working under very difficult circumstances.
