Vaccination is one of the most effective measures for preventing illness, disability and death among children. However, current vaccination coverage provides insufficient protection for all children, and deaths from vaccine-preventable diseases account for an estimated 21.7 per cent of deaths in children under 5 years old globally. This rapid evidence assessment (REA) looked at the global evidence regarding the effectiveness of interventions to increase uptake of vaccination services. The findings have global relevance but were also used to make more specific recommendations to address challenges identified in consultations with UNICEF’s Europe and Central Asia Regional Office (ECARO).

Two years into the COVID-19 global pandemic, education has been seriously disrupted. In response to this crisis, the global priority remains to ensure every child is supported so they can return to school and catch up on lost learning. Recognizing the need to accelerate education recovery with urgent, at-scale action, this joint report by UNICEF in partnership with UNESCO and the World Bank highlights staggering levels of learning loss globally and takes stock of the measures being taken by countries to mitigate learning losses as schools reopen. Based on a survey of 122 UNICEF country and fundraising offices administered in early March 2022, the report presents the importance of and progress made in five key actions for education recovery, the RAPID: Reach every child and retain them in school; Assess learning levels; Prioritize teaching the fundamentals; Increase catch-up learning and progress beyond what was lost; and Develop psychosocial health and well-being so every child is ready to learn.

Vaccination is one of the most effective measures for preventing illness, disability and death. In Europe and Central Asia, routine immunization rates vary between countries and over time. Behavioural determinants of vaccine hesitancy in the region include diminished trust among caregivers and health professionals; knowledge and awareness of vaccination; perceptions of risk; and health professionals’ skills, knowledge and attitudes. This rapid evidence assessment aims to summarize the impact of interventions targeting caregivers, healthcare workers and the community to improve intention and motivation to vaccinate and vaccination rates of children under 5 years old. The evidence will inform policy and programmatic recommendations.

COVID-19 school closures initially revealed more than 75% of children lacked access to critical digital learning opportunities. Three out of four were living in the poorest 40% of households. Digital learning is impossible without connectivity and electricity. However, in places like Chad, Malawi and Niger, the proportion of people with access to electricity is below 1 in 5. What efforts will ensure these children are not further left behind in future crises if schools are again closed? How much will universal access to digital learning cost? The answer is US$1.4 trillion. This paper estimates the cost of universalizing digital learning by 2030, in alignment with the conceptual framework of the Reimagine Education initiative. It provides a rationale for cost assumptions; classifies costs into enabling digital learning and delivering digital learning; and, finally, discusses financing achievability by comparing the estimated costs with current spending in education and other sectors. Rigorous research in humanitarian settings is possible when researchers and programmers work together, particularly in the early stages when responses to humanitarian challenges are designed. Six new rigorous research studies from five countries: Ecuador, Mali, Niger, Lebanon and Yemen illustrate this point.

Intimate partner violence (IPV) is widespread globally, with an estimated one-third of women aged 15 years and over experiencing physical and/or sexual violence at the hands of an intimate partner during their lifetimes. Economic empowerment, or the financial standing of women, is often thought to protect against IPV, signalling sufficient economic autonomy to leave abusive situations or to prevent abuse. Asset ownership is one measure of economic empowerment, and can convey substantial agency as a wealth store, especially for large productive assets, such as agricultural land or home ownership. Despite the important implications of IPV reduction for policy and programming, evidence of this relationship is scarce.We hope this research will advance our global understanding of this potential.

Six common perceptions associated with cash transfers are investigated using data from eight rigorous evaluations of government unconditional cash transfer programmes across seven countries in sub-Saharan Africa. The evidence refutes each claim. Used in policy debates, these perceptions undermine well-being improvements and poverty reduction, in Africa and globally.

In this paper we summarize evidence on six perceptions associated with cash transfer programming, using eight rigorous evaluations conducted on large-scale government unconditional cash transfers in sub-Saharan Africa, under the Transfer Project. Specifically, we investigate if transfers: 1) induce higher spending on alcohol or tobacco; 2) are fully consumed (rather than invested); 3) create dependency (reduce participation in productive activities); 4) increase fertility; 5) lead to negative community-level economic impacts (including price distortion and inflation), and 6) are fiscally unsustainable. We present evidence refuting each claim, leading to the conclusion that these perceptions – insofar as they are utilized in policy debates – undercut potential improvements in well-being and livelihood strengthening among the poor, which these programmes can bring about in sub-Saharan Africa, and globally. We conclude by underscoring outstanding research gaps and policy implications for the continued expansion of unconditional cash transfers in the region and beyond.

The paper aims to reduce the global knowledge gap pertaining to the impact of disability on school attendance, using cross-nationally comparable and nationally representative data from 18 surveys in 15 countries that are selected among 2,500 surveys and censuses. These selected surveys administered the Washington Group Short Set (WGSS) of disability-screening questions, covering five functional domains of seeing, hearing, mobility, self-care, and remembering, and collected information on educational status.

The methodologies and tools provide an innovative strategy built upon the literature of governance and finance to understand how to improve access, quality and equity of ECS.
