Несмотря на отмечаемый в последнее время экономический рост, многие дети в странах ЦВЕ/СНГ и государствах Балтии остаются уязвимыми. По-прежнему тысячи детей умирают в течение первого года жизни. Все больше детей находятся под официальной опекой. В публикации “Материалы базы данных TransMONEE 2007 года” более пристальное внимание уделяется проблеме выживаниядетей и тому, смогут ли страны ЦВЕ/СНГ достичь цели в бласти развития Декларации тысячелетия по сокращению на две трети смертности среди детей в возрасте до 5 лет; факторам, которые в последнее время привели к изменениям в уровне рождаемости, имеющим место в регионе; а также проблемам, с которыми сталкиваются молодые люди при трудоустройстве по окончании школы. Кроме того, в ней вновь ассматривается вопрос о детях, лишенных родительского попечения, в рамках проведения анализа, почему число детей, находящихся под официальной опекой, продолжает величиваться, несмотря на общее улучшение экономического положения.

Toward a Common Framework for the Abandonment of FGM/C

UNICEF has estimated that community-oriented programmes costing about US$24 million each year over the next 10 years can lead to major reductions in the prevalence of FGM/C in 126 sub-Saharan African countries with high or medium prevalence. This 'Platform for Action' summarizes the elements of a common programmatic approach to support the abandonment of the practice and make a difference for girls and women worldwide. The Donors Working Group on FGM/C has, since 2001, brought together key governmental and intergovernmental organizations and foundations committed to supporting the abandonment of FGM/C.

Gli impegni degli Stati per proteggere le bambine dalle mutilazioni/escissione dei genitali mettono in risalto che le MGF/E sono una violazione dei diritti umani delle bambine e delle donne e che hanno gravi conseguenze su di loro. Questo quadro programmatico comune riunisce esperienze di programmi sostenuti con successo da ONG nazionali che lavorano sul territorio, sperimentate teorie accademiche e un’impostazione basata sui diritti umani. Si tratta di un approccio sistemico che stimola e sostiene una trasformazione sociale su vasta scala a vantaggio dell’infanzia e delle donne. È basato essenzialmente su una formazione emancipativa e su una comunicazione partecipativa.

Les engagements des États pour protéger les filles contre l’excision/mutilation génitale féminine mettent en évidence que l’E/MGF représente une violation des droits humains des filles et des femmes et qu’elle est source de conséquences néfastes pour celles-ci. Dans le cadre commun sont rassemblées des expériences de programme menées avec succès grâce à l’appui d’ONG nationales opérant sur le terrain, des théories scientifiques éprouvées et une perspective en termes de droits humains. Il s’agit d’une approche systématique visant à stimuler et à soutenir une transformation sociale à grande échelle au profit des enfants et des femmes. Le renforcement de l’éducation et de la communication participative en constitue le coeur.

أعدَّت هذه الوثيقة مجموعة عمل آلية التنسيق الفني الدولية للمانحين المعروفة باسم ”مجموعة عمل المانحين المعنية بختان الإناث (بتر/قطع الأعضاء التناسلية الظاهرة)“. وتضم المجموعة في عضويتها في المرحلة الراهنة UNFIP ، وصندوق الأمم المتحدة للسكان، ومنظمة الأمم المتحدة للطفولة (يونيسف)، ومنظمة الصحة العالمية، والمفوضية الأوروبية، والبنك الدولي، ووكالة التعاون التنموي الألمانية ( GTZ )، وفنلندا، وإيطاليا، والسويد (الوكالة السويدية للإنماء الدولي)، والوكالة البريطانية للإنماء الدولي، والوكالة الأمريكية للإنماء الدولي، ومؤسسة فورد، ومؤسسة الرفاه العام، وصندوق والاس Wallace العالمي، وهي تتوسع سريعاً. والشكر الخالص موصول أيضاً إلى عدد كبير ومتنوع من المنظمات الحكومية، والمنظمات غير الحكومية الأهلية والدولية، وإلى الأكاديميين الذين قدموا المشورة، والمدخلات (الآراء وغيرها) والدعم لإعداد النهج المشترك، وعلى ما قاموا به جميعهم من عمل في جميع أرجاء العالم. وقد أنتجت اليونيسف هذه الوثيقةَ، وهي تعمل بمثابة السكرتارية (أمانة السر) لمجموعة عمل المانحين المعنية بختان الإناث.

Desde su adopción en Noviembre de 1989, la Convención ha sido ratificada por Estados a través de todas las regiones y en la actualidad es aplicable en todos los países, a excepción de dos. La CDN es el primer instrumento internacional que crea obligaciones y responsabilidades para los Estados y que incorpora en un mismo texto derechos sociales, culturales, económicos, civiles y políticos. La CDN ha establecido un órgano internacional formado por expertos, el Comité de los Derechos del Niño, que tiene como finalidad vigilar y analizar el progreso que se ha alcanzado en la realización de los derechos de la infancia, así como también sensiblizar y proveer conocimiento sobre los principios y provisiones de la CDN. La presente publicación contiene las siete Observaciones Generales emitidas por el Comité, y en el CD-Rom que acompaña este texto se incluyen todas las Conclusiones Generales adoptadas por el Comité referentes a los informes presentados por los Estados Europeos y Repúblicas Asiáticas entre los años de 1993 y 2005. El CD-Rom, a su vez, incluye el estado de ratificación de la Convención y de sus Protocolos Facultativos, así como también el texto de las reservas y/o declaraciones introducidas por los Estados Europeos y las Repúblicas Asiáticas al momento de firmar y ratificar tales instrumentos internacionales.

In 2003 the Committee on the Rights of the Child adopted an important statement: its General Comment n°5 on General Measures of Implementation. That same year, the Innocenti Research Centre began a study of the general measures of implementation of the Convention on the Rights of the Child (CRC). The study reviews 62 countries, representing all regions of the world, that have submitted two reports to the Committee on implementation of the CRC. This analytical review is based primarily on the reports of States Parties to the Committee on the Rights of the Child and other documents generated as part of the reporting process established under the CRC and it is supplemented in some cases by information received from UNICEF field offices and partners, and by expert discussions and consultations. The overall objective of the study includes the promotion of the universal recognition of children’s rights, through the documentation of actions undertaken in the context of CRC implementation.

Since its adoption in November 1989, the Convention on the Rights of the Child (CRC) has been ratified by states across regions and today it is in force in all but two. The CRC is the first binding international human rights instrument incorporating in the same text social, cultural, economic, civil and political rights. The Committee on the Rights of the Child exists to monitor progress achieved in the realization of children’s rights. The present publication contains the seven General Comments issued by the Committee, and the CD Rom accompanying this text includes all the Concluding Observations adopted by the Committee in relation to State Parties reports presented by European Countries and the Asian Republics between 1993 and 2005. The CD-Rom also includes the status of ratification of the Convention and its two Optional Protocols, as well as the text of the reservations and/or declarations made by European States and Asian Republics at the moment of signature and ratification of those legal instruments.

Per farlo, ripercorre la serie di azioni, eventi, documenti e pratiche che dalla Dichiarazione degli Innocenti conduce alla Strategia globale per l'alimentazione del neonato e del bambino.

This is an overview to the Innnocenti Social Monitor 2006 which studies child poverty in a fast-changing region. Since 1998 almost all countries of the South-Eastern Europe and Commonwealth of Independent States region have shown signs of economic recovery. The numbers of people living in income poverty has fallen, living standards have generally improved and opportunities for many children in the region have expanded. This signals a turning point in the dramatic decline in social and economic conditions experienced by most children in the region in the early 1990s. Yet there is a serious risk that a part of the new generations of children born since the start of the transition is being left behind. The study shows that not all children are benefiting from the economic growth and that Governments in the region need to give higher policy priority to tackling disadvantage and deprivation endured by children. Pursuing a child rights perspective, the study set outs to measure and understand better the nature and scale of child poverty, as distinct from adult poverty; it highlights the large disparities in child well-being which have emerged in this period of economic expansion, between countries, between regions within countries, and between families; it points to ways in which governments in the region could more effectively address marginalisation and disparities among children. The Innocenti Social Monitor 2006 provides practical examples of ways in which children can be given distinct attention and visibility in the analysis of poverty and in policy priorities, while also stressing that data collection has to be improved and made more accessible in order to allow the impact of policies on children to be effectively assessed and addressed.

The MONEE project was initiated in 1992 to monitor, analyze and disseminate information on social and economic trends affecting children in Central and Eastern Europe, the Commonwealth of Independent States and the Baltics as these countries entered into a new era of political, economic and social change. Correspondents in 27 National Statistical Offices contribute data, and in recent years also a Country Analytical Report on aspects of economic and social trends affecting children in their country. Their contributions form the backbone of the research carried out at the Innocenti Research Centre (IRC) on the region, including for the Innocenti Social Monitor which has been published regularly since 2002, and the annually updated TransMONEE database which contains a wide range of statistical information covering the period 1989 to the present on social and economic issues relevant to the welfare of children, young people and women.The purpose of this report is to present key data, child indicators and selected findings from the information collected in the 2005 edition of the TransMONEE database.

Осуществление проекта MONEE было начато в 1992 году в целях мониторинга, анализа и распространения информации о социальных и экономических тенденциях, затрагивающих детей в Центральной и Восточной Европе, Содружестве Независимых Государств и государствах Балтии, в связи с тем что эти страны вступили в новую эру политических, экономических и социальных перемен. Сотрудники 27 национальных статистических органов представляют данные, а в последнее время также страновые аналитические доклады, касающиеся различных аспектов экономических и социальных тенденций, затрагивающих детей в их странах.
