Innocenti Insights La città con i bambini: città amiche dell'infanzia in Italia Published: 2006 Innocenti Insights La presente ricerca si prefigge di documentare i processi che hanno condotto alla realizzazione di città amiche dei bambini in Italia, tanto a livello nazionale, quanto a quello locale, analizzandone le tendenze, le metodologie, le strategie, con lo scopo di identificare le lezioni e di evidenziare le buone pratiche. La ricerca si sofferma su alcuni temi principali. Innanzitutto, sono state analizzate le idee guida, gli obiettivi e i destinatari degli interventi, le visioni complessive che sono alla base degli interventi. Innocenti Insights Les capacités évolutives de l'enfant AUTHOR(S) Gerison Lansdown Published: 2005 Innocenti Insights Pour la première fois dans un traité internacional relatif aux droits humains, la Convention relative aux droits de l’enfant introduit le concept des ‘capacités évolutives’ de l’enfant. Ce principe revêt de profondes implications pour les droits humains de l’enfant. Il établit que l’acquisition de compétences majeures de la part des enfants s’accompagne d’une moindre nécessité de les diriger et d’une plus grande nécessité de leur confier la responsabilité des décisions qui concernent leur existence. La Convention reconnaît que les enfants acquièrent des compétences à des âges différents en fonction des environnements, des cultures et des expériences de vie, et que l’acquisition de ces compétences varie selon les circonstances. Innocenti Insights The Evolving Capacities of the Child AUTHOR(S) Gerison Lansdown Published: 2005 Innocenti Insights The Convention on the Rights of the Child introduces for the first time in an international human rights treaty, the concept of the ‘evolving capacities’ of the child. This principle has been described as a new principle of interpretation in international law, recognising that, as children acquire enhanced competencies, there is a diminishing need for protection and a greater capacity to take responsibility for decisions affecting their lives. The Convention allows for the recognition that children in different environments and cultures, and faced with diverse life experiences, will acquire competencies at different ages. Action is needed in law, policy and practice so that the contributions children make and the capacities they hold are acknowledged. Innocenti Insights Children and Disability in Transition in CEE/CIS and Baltic States Published: 2005 Innocenti Insights This Innocenti Insight looks at how children with disabilities and their families have fared in the rapidly changing environment of this region since transition in the early 1980’s. It builds upon the significant body of research and policy reflections accrued at the UNICEF Innocenti Research Centre (IRC) with the support of national statistical offices in the 27 countries of the region. UNICEF IRC has tracked and explored the impact on children and their families of economic and social changes in the region since transition began. This report draws upon three new pieces of research that include data, a qualitative survey and first-person interviews. The results highlight the legacies of the past, the momentum for change and areas where action is further needed. Este principio ha sido descrito como un nuevo principio de interpretación en derecho internacional, reconociendo que, a medida que los niños(as) adquieren mayores capacidades, hay menos necesidad de protección y mayor capacidad para adquirir responsabilidad por las decisiones que afectarán su vida. La Convención permite reconocer que los niños(as) que crecen en diferentes espacios y culturas, y que se enfrentan a diversas experiencias de vida, adquirirán estas capacidades a diferentes edades. Es necesario tomar acción a través del derecho, las políticas y la práctica para que sea reconocidas la contribución que la infancia brinda así como sus capacidades. O registo de nascimento é instrumental para salvaguardar os direitos humanos, uma vez que constitui a “prova” oficial da existência de uma criança. Essa documentação é crucial, sobretudo em tempos de conflito armado ou de instabilidade. A “invisibilidade” das crianças não-registadas aumenta a sua vulnerabilidade e o risco de as violações dos seus direitos passarem despercebidas. Le rapport étudie les informations recueillies dans 53 pays africains et procède à une analyse des schémas et des racines profondes de la traite, ainsi que des pratiques et mesures efficaces prises au niveau national et régional. On a pu observer les phénomènes suivants: la traite est facilitée par l'effondrement du milieu protecteur de l'enfant suite à un conflit armé, des difficultés économiques ou des pratiques discriminatoires. Published: 2003 Innocenti Insights There is a growing global consensus on the need to promote family-based alternatives to institutional care for children. No residential institution, no matter how well meaning, can replace the family environment so essential to every child. This Innocenti Insight examines efforts to prevent the institutionalization of children in Argentina, Chile, Uruguay, Italy and Spain, focusing on both public and private initiatives, as well as local and national policies. The study highlights the fact that policies to discourage institutionalization are not enough.
