The ninth Innocenti Global Seminar took as its theme: Basic Education: A Vision for the 21st Century. The Seminar addressed the urgent need for improved strategies to achieve Education for All; at the same time the Seminar deliberations and recommendations were expected to contribute to the UNICEF educational policy.
Children with disabilities and many others who experience difficulties in learning are often marginalized within or even excluded from school systems. This paper considers the situation in countries of Central and Eastern Europe, examining particular developments that have occurred in recent years.
The UN Convention on the Rights of the Child affirms that every child has a right to education. The purpose of education is to enable the child to develop to his or her fullest possible potential and to learn respect for human rights and fundamental freedoms.
This paper examines the barriers to educational achievement presented by child labour and the formal education systems of Latin America. Parents put pressure on children to work rather than study, and historically the formal education systems have had no safeguards to remedy the resulting knowledge gaps.
